an immobile, humming wall of blue static springs into existence. the wall sends forth pulses of sound, dealing 2d4 points of sonic damage to creatures within 10 feet and 1d4 points of sonic damage to those past 10 feet but within 20 feet. the wall deals this damage when it appears and on your turn each round to all creatures in the area. in addition, the ring deals 2d6 points of sonic damage +1 point of sonic damage per caster level (maximum +20) to any creature passing through it.

if you evoke the wall so that it appears where creatures are, each creature takes damage as if passing through the wall. if any 5-foot length of wall takes 20 points of force damage or more in 1 round, that length goes out. (do not divide force damage by 4, as normal for objects.)

wall of sound can be made permanent with a permanency spell. a permanent wall of sound that is extinguished by force damage becomes inactive for 10 minutes, then reforms at normal strength.

any portion of a wall of sound within the area of a active [i]silence[/s] spell is suppressed.

note: i want to add a way for the spell silence to trump a wall of sound, but i'm not sure how to phrase it

Also you describe it as a ring and then as a wall... the shape of this thing is unclear to me...

Also I would change the component to a miniature tuning fork...
